Program:   Date Rape Drugs

                            

Speaker:           Detective/Corporal J. Craig Newland

 

This presentation will discuss the law related to the use of drugs to facilitate rape, and the advantage to the rapist in using drugs, as opposed to other weapons. This presentation will also provide information about the most common drugs used to facilitate rape, why these drugs are used, the affects of these drugs, and how these drugs are made or obtained.  In addition, this presentation will reveal how these crimes are investigated, what we can do to preserve evidence, and the safety measures that can be taken.

Detective Newland has worked for the Long Beach Police Department for the past 26 years, and has been assigned to Sexual Assault Investigations for the past 16 years. Craig developed the LBPD’s protocol for registration and tracking of sex offenders and for community notification regarding “Serious” and “High Risk” offenders.

In 1991, Craig helped to develop the LBPD’s Sexual Assault Response Team. This team was one of the first in LA County, and is the only model in the State, that utilizes Deputy District Attorneys as a part of a 24-hour initial response to sexual assault. He has personally investigated over 1000 sexual assault cases. Craig is also a past officer and a member of the board of the Sexual Assault Crisis Agency, which operates the Long Beach Rape Hotline.

 

Craig has presented at many community education meetings and forums pertaining to sex offenders. Craig teaches POST certified classes throughout the state including: Sexual Assault Response Teams, Sexual Assault Investigations for First Responders, Advanced Sexual Assault Investigations and Sexual Assault for Public Safety Dispatchers.  Craig has also been a regular instructor at the Long Beach Police Academy for the past 20 years.
